The Pasco County Board of County Commissioners will be meeting to take public comment on the proposed 2010-2011 budget. They are proposing to CUT THE VETERANS SERVICES BUDGET HERE IN PASCO COUNTY. We really need you in attendance at this meeting to show the commissioners just how many veterans there are in Pasco County that are concerned about them cutting the Veterans Office Budget.

SUBJECT: INPUT FROM PASCO CITIZENS ON UPCOMING BUDGET PROPOSAL, AND COUNTY PROGRAMS AND SERVICES

-The Pasco County veteran population, according to the county website, is 54,000+. Considering the total county population estimation provided by the U.S. Census Bureau website (high 400,000's), the veteran population is then well over 10% of the Pasco County total population. We may conservatively assume that each veteran averages at least 1.5 loved ones with whom they are at least inter-dependant with, therefore we can assert the proposed cuts in Veterans Services would potentially negatively affect well over 25% (135,000 people) of the Pasco County population.

-There is a 62% proposed funding cut in Veterans Services, while only a 14% cut in total Community Services and an 11.3% cut in total Public Services.

-The proposed funding cut in Veteran Services (to $100,362) leaves the department with a mere 5.4% of the Community Services proposed budget ($18,266,031) and 1.07% of the proposed Public Services Administration budget ($93,751,259). Despite the meager funding percentage, Veteran Services is still perpetually on the chopping block.

-The 62% proposed cut in Veterans Services funding is the greatest reduction in Community Services, with the next three being: Cooperative Extension (55.8% cut), Animal Services (31.5% cut), and Animal Services Education (19.7% cut).

-The proposed staff cuts in Veteran Services is also the largest cut at a 66% reduction (6 employeesà2 employees), with the next three being: Cooperative Extension at 63.6% (11à4), Animal Services at 60% (40à26), and Human Services at 40% (10à6). The proposed cut for Veteran Services staff would therefore leave two people to provide assistance for a Pasco County veteran population of 54,000+.

-The proposed budget leaves the total budget for Veterans Services at only $100,362. By comparison, the proposal provides $140,787 for Animal Services Education, $224,302 for Cooperative Extension, and $7,388,346 for Animal Services. Therefore, Animal Services has been allowed 73.6 times more funding than Veteran Services. Conversely, Veteran Services is allowed 1.4% of the total funding that Animal Services is allowed. I repeat, Animal Services.



The county administration's rebuke to the above reflections will be that veteran benefits come from federal funding, therefore the county should not be liable for helping fund efforts to achieve those benefits. Our reply to this rebuke is: 1) The Federal Government IS the problem for the backlog, and we need professional, local people outside of its bureaucracy to help. The proposed volunteer effort will not be adequate because volunteers do not know the complex federal system. 2) This rebuke simply defies logic. To assert that because the county does not hand out money, it should not be bothered at all with veteran concerns is outrageous. Perhaps we should demand county level benefits so that our Veteran Services staff will be justified?

West Florida Women's Conservative Republican Network meeting

Dr. MacManus is a Distinguished Professor of Public Administration and Political Science in the Department of Government and International Affairs of the University of South Florida and received her Ph.D from Florida State University. For the last five election cycles, she has served as political analyst for WFLA-TV and is nationally renowned. MacManus is the co-author of "Politics in States and Communities". She is also the author of "Youn v. Old: Generational Combat in the 21st Century" and "Targeting Senior Voters". MacManus and her mother, Elizabeth, are the authors of two local books on Florida history: "Citrus, Sawmills, Critters & Crackers" (1998) and "Going, Going, Almost Gone: Lutz-Land O' Lakes Pioneers Share Their Precious Memories" (Forthcoming, 2008). MacManus is from a citrus-growing family in Pasco County. Dr. Paula O'Neil, County Clerk of Court, will also be in attendance to discuss budget cuts by the state on the court system.
